Ipad Photos will not transfer to desktop

I cannot transfer my photos on my ipad to my desktop. Have been trying for months. At a loss as to problem.

There are several ways to transfer photos from your iPad to your desktop.

Clicked on link and it brought me to Windows Essentials and do I have to download that material? All I want to do is just get my photos on computer Not using Icloud...
